Bicycle helmets - November 2010 Since many in the industry became aware of the impending conclusion of sales to the AS/NZS 2063:1996 and Snell tested helmets, there has been significant information forwarded to the ACCC in regard to the impact of this decision on the bicycle industry.
The latest information released on 24th November 2010, the ACCC has provided an extension to 30 June 2011 for helmets which are tested to the 1996 standard or Snell Standard, but would pass if tested to the 2008 standard, and the changes required to the labelling for these helmets to be legally sold.
ACCC: Product safety bulletin July 2010: Fixed-gear pedal bicycles This bulletin alerts suppliers and users of pedal bicycles about serious safety issues related to fixed-gear bicycles, or ‘fixies’. AS/NZS 1927: 2010 Pedal bicycles - Safety requirements MANDATORY This Standard specifies safety requirements for the design, assembly, and performance of all types of pedal bicycles and subassemblies of pedal bicycles having a wheelbase of 640 mm or greater, but excludes track racers and one-of-a-kind bicycles. It also specifies requirements for the instructions to be given in a manual on use and maintenance, and for the instructions for the assembly of bicycles offered for supply in a partially assembled state. Bicycles having a wheelbase of less than 640 mm are covered by AS/NZS ISO 8124. AS/NZS 2063:2008: Bicycle helmets MANDATORY This Standard specifies construction requirements and the basic performance requirements for impact energy attenuation, helmet stability, load distribution, strength and effectiveness of the retention system and its attachment points and peripheral vision clearance for lightweight protective helmets intended to mitigate the adverse effects of a blow to the head. Marking requirements are also specified. Helmets that meet the specification of this Standard may not adequately control hazards and injuries associated with all cycling activities, e.g. BMX and mountain bicycles. NOTE: A helmet complying with this Standard may incorporate special features designed to suit its use in specific activities. AS 2142-1978: Reflectors for pedal bicycles This specification sets out photometric and colorimetric requirements for retroreflective devices (reflectors) for pedal bicycles. AS/NZS 4287: 1995: Child carrier seats for pedal bicycles - Safety requirements This Standard specifies the safety requirements for child carrier seats which may be attached to a bicycle other than a children\'s bicycle for the purpose of transporting as a passenger, a child having a body weight of not greater than 22 kg. JIS D 9416: 2004: Bicycles - Pedals This Standard specifies pedals to be used mainly for bicycles for general use and bicycles for young children defined in JIS D 9111. However, this Standard does not apply to folding pedals AS 2890.3-1993 Parking facilities - Bicycle parking facilities Specifies requirements for the layout, design and security of bicycle parking facilities in any location, either on-street or off-street. Appendices give examples of bicycle parking hardware and examples of parking arrangements on footpaths. AS 1742.9-2000: Manual of uniform traffic control devices - Bicycle facilities This Standard specifies requirements for the signs, pavement markings and other devices to be applied to bicycle facilities both on the road and on paths separate from the road, either for the exclusive use of bicycles or joint use with other users. The Standard includes recommendations for guide signs and other navigational information for cyclists. AS 3562-1990: Lighting equipment for bicycles This Standard specifies the design performance, photometric, electrical, mechanical and marking requirements for lighting equipment for bicycles intended for use on public roads. This Standard does not apply to reflectors (see AS 2142).
